It has come to my attention that new Operatives and many of our Rookies have not been adequately briefed on our policies and procedures. Be advised that these policies may be changed at any time. Changes will be noted in a memo to all personnel. Please observe the following:
Conduct: All personnel are to maintain professional conduct while on-duty. Applicable laws are to be followed as much as possible in the course of investigations. Civilians and registered heroes alike are to be treated with due respect and politeness. Be aware that there are underaged heroes in allied Supergroups, and moderate your language on Coalition comm channels accordingly. Union personnel should be willing to assist other members and allied Supergroups whenever necessary. Personal conflicts with other members should be brought to the attention of the Directors if it cannot be resolved by civil discussion. (OOC note: This basically means don't be rude and mind your language on coalition chat, and try to team with SG members and Coalition folks if you can and are in the mood to. IC drama, as long as it's fun and engaging, is encouraged, but we frown strongly on OOC drama. Don't be a Drama Llama, don't go around starting fights. Killstealing and griefing are strictly prohibited and WILL get you kicked.)
Dress: All personnel are required to maintain professional business attire by the time they reach Security Clearance Level 40. Union personnel are not required to wear business suits in the course of their everyday duties. "Superhero" costumes should maintain a minimum of decency. Less experienced personnel are required to wear Technocratic Union insignia at all times in case of emergency. (OOC Note: You worked hard on your costume, and you should get to wear it. You do need to have a suit of some kind by the time you hit level 40 unless your character has been given an exemption due to IC circumstances. Currently the only two characters with exemptions are Broken Circuit and Power-Sink. Characters under level 30 should be in SG Mode at all times, but are not required to wear SG colors - just set your SG Mode to match your original costume.)
Responsibility: Senior personnel have a responsibility to guide and educate less experienced members. As members of the Technocratic Union, it is expected that senior personnel should be willing to speak on behalf of junior members once those members have proven themselves to the Technocratic Union. (OOC Note: Members above level 45 should be willing to provide lower-level members of Operative rank or better with Influence as necessary. This is not a requirement. It is something that we like you do to. Members must earn Operative rank before they can ask for donations. Exemplaring is encouraged but not by any means required.)
Activity: It is required that Union personnel devote a certain amount of time to overseeing public safety. Failure to do so will mean revocation of security clearances. Members who are qualified for Operative and higher will be removed from the SG if they have been inactive for 90 days or more. Members who have been removed for inactivity are allowed reentry without interview when and if they return. They will return at Rookie rank and must re-earn promotions on merit. Kick policy is waived with prior notice to the Directors.)

When they have demonstrated a degree of competence, devotion to the public welfare, and responsibility to the Union, they will be promoted to Operative. Operatives who are deemed to possess special talents or abilities may be promoted to Agent. Agents who have demonstrated a special commitment to the civilians and to the Technocratic Union's goals may earn promotion to Supervisor rank. (OOC Note: Operative requirements are mentioned above. All other promotions are entirely merit-based, judged on RP, activity within the SG, and reports from both SG members and coalition members. There are no set criteria for promotion to Agent or Supervisor. We all have alts. We all like to play our alts. We're very easy-going when it comes to member activity.)
