Background: Max Mills was born and raised to average middle-class parents in Houston, TX. At an early age, he found himself drawn to amateur wrestling and karate, and proved exceptionally talented in both. In high school he captained his school's wrestling team as well as being involved in several other extracurricular activities--his teachers described him as "too caught up in all that other stuff to bother with classes." In spite of mediocre grades, he was accepted to Texas A&M University, where he successfully walked-on to the wrestling team. After two years he was 'discovered' by a fight trainer based in Dallas, and convinced to leave school in order to become a professional mixed-discipline fighter. Mills had his first professional fight in 1998, and attained a record of 17/5/0 before retiring in 2003 upon gaining his metahuman powers.
The circumstances behind Mills's "empowerment" are still somewhat unclear. On March 21, 2003, Mills was involved in a car accident involving an eighteen-wheeler. The contents of the refrigerated trailer were never disclosed--manufacturer Ellison Chemical offered a prodigious settlement and free health care in order to avoid publication beyond Mills himself and his attorneys and doctors. They cited both national security and trade secrets as justification for avoiding courtroom disclosure. Mills very briefly returned to training in August 2003, but almost immediately announced his retirement on his website due to "medical concerns stemming from my car accident in March." He spent a fair amount of the financial settlement on his insulated costume, and made his first appearance as the Galvanic Man in October of that year, breaking up a bank robbery in his native Houston. In July of 2004 he moved to Paragon City, RI, citing the Houston PD's general unwillingness to cooperate with FBSA-registered crimefighters. In March of 2005, he publicly "outed" himself as Galvanic Man on his website. In March 2006, he joined the Technocratic Union after a long period serving in SERAPH Team One.
Powers and Abilities: Galvanic Man has the ability to exert limited control over kinetic energy. This primarily manifests as the ability to "leech" off of other entities, slowing their movement at a molecular level and using the stolen energy in a variety of ways. He has exhibited the ability to heal himself and others (including near-instant setting and healing of fractured bones, though bleeding wounds appear to be beyond his abilities), improve the stamina or physical strength of those near him, and reduce inertia and friction. His victims likewise exhibit a variety of symptoms-tiredness, physical weakness and movement in slow-motion being the most common. He is also able to make use of superspeed and superhuman leaping abilities for short periods of time. Additionally, Mills produces excessive electrical energy, which he can shape and discharge as lightning from his hands or use to form a physical shield that protects him from damage. He was at one time an accomplished martial artist and amateur wrestler, but no one has seen the Galvanic Man use anything more complex than a standard right hook in a fight.
